Gradually whisk in the milk and cook over low heat, stirring constantly, until the sauce is smooth and slightly thickened.
Remove from the heat, add the grated kashar cheese, salt, and black pepper, and mix well. Transfer the mixture to a small oven-safe dish.
Bake the dish in a preheated oven until the top puffs slightly and turns golden. Serve hot with crackers and carrot sticks.
Important: Serve the dip as soon as it comes out of the oven; it thickens as it cools. Use an oven mitt when removing the baking dish; it stays hot for a while. Allergens: contains milk and dairy products, and wheat (gluten).
