Pervane kofta is shaped flat rather than round, with finger-pinched edges that resemble propeller blades; that is where its name comes from. The walnut filling is more generous than the ground meat, a distinctive feature of Siirt cuisine. The semolina in the outer shell helps keep the patties from falling apart while frying.

Cook the filling

Cook the ground lamb in a dry skillet until it releases and reabsorbs its liquid. Add the finely chopped onion and cook until translucent. Stir in the coarsely chopped walnuts, Urfa pepper, mint, salt, and black pepper; cook for 2 more minutes, then let the filling cool completely. A hot filling will make the outer shell soggy.

Knead the outer mixture

Knead the soaked bulgur with the semolina, egg, and salt for at least 12 minutes. Take a piece and spread it in your palm; the mixture is ready if it thins without cracking at the edges. If it cracks, add two 15 ml measures of hot water and keep kneading.

Shape the patties

Take a walnut-sized piece of the mixture and flatten it in your wet palm. Add one 5 ml measure of filling to the center and cover it with another flattened piece. Join the edges and pinch between your thumb and index finger to make notches. Makes about forty.

Heat the oil

Heat the oil in a deep skillet over medium heat. It is ready when a pinch of bulgur sizzles immediately and rises to the surface; if it sinks and sits, the oil is not hot enough yet.

Fry

Fry the patties in three batches without crowding the skillet. Fry each batch for about 4 minutes, until the crust is deep golden and the patties feel firm when lifted with tongs. Arrange them in a single layer on a paper towel-lined plate.

Reminder

After soaking the fine bulgur with hot water, cover it and let it swell for at least 30 minutes. If the bulgur has not fully hydrated, the mixture will crack while shaping and split during frying.
