In a bowl, mix the chickpea flour with the onion, cilantro, green pepper, cumin, red pepper flakes, baking powder, and salt. Add water until the mixture forms a thick batter.
Lightly coat the air fryer basket with cooking oil and arrange small portions of batter in it, leaving space between them.
Set the air fryer to 200°C / 390°F and cook the pakora for 12 minutes, turning it 1 time halfway through, until golden and crisp. If you do not have an air fryer, bake on a parchment-lined baking sheet in a preheated 200°C / 390°F oven for 15 minutes.
Mix the strained yogurt with the remaining cilantro and season with salt. Serve alongside the hot pakora.
