Transfer the beef mixture to a greased baking dish and smooth the surface.
Whisk the milk and eggs together, then slowly pour over the beef. Arrange the bay leaves on top.
Bake in an oven preheated to 180°C / 355°F for 35–40 minutes, until the topping is set and golden.
Store covered in the refrigerator for up to 3 days. Reheat covered in a 150°C / 300°F oven to keep the topping from drying out.
