Toast the vermicelli

Bulgur pilaf uses a different liquid ratio from rice: pilaf bulgur absorbs twice its volume in liquid. Toast the thin vermicelli in butter until brown before adding the bulgur; if they are toasted together, the vermicelli will burn before the bulgur browns. Let the pilaf rest off the heat, then fluff it with a fork.

Add the finely chopped onion and cook for 5 minutes, until soft and translucent.
Add the tomato paste and stir for 1 minute, until fragrant.

Add the hot water and salt; the ratio is by volume: use two measures of water for each measure of pilaf bulgur. Bring to a boil, reduce the heat, cover, and cook for 12–15 minutes, until all the water is absorbed.
Remove the cooked pilaf from the heat, place a towel under the lid, and let it rest for 10 minutes, then fluff it with a fork; a spoon will crush the bulgur.
