Knead the ground beef with the grated onion, salt, and black pepper until well combined. Drain some of the onion liquid so the filling does not become runny.
Pinch off small pieces of dough and roll each into a thin round. Place some filling on one half, fold over, and press the edges closed.
Heat plenty of vegetable oil over medium heat and fry the pastries until golden on both sides. Note: If the oil is too hot, the outside may brown quickly while the inside remains undercooked; keep the heat at medium.
