Knead together the ground beef, rice, grated onion, tomato paste, salt, and black pepper.
Place one 5 ml measure of filling on each leaf and roll it tightly. Arrange the rolls snugly in a pressure cooker.
Add the hot water and cooking oil, then close the lid. Once it comes to a boil, cook over low heat for 20 minutes.
Blanch the leaves for only a few seconds; if boiled too long, they tear easily when rolled. The rolls keep their flavor after cooling, so you can make them 1 day ahead and pack them in a lunch box.
