Brown the ground lamb in its own fat over medium heat. Add the onion and carrot and cook for 8 more minutes.
Add the tomato paste, meat stock, and thyme, then stir in the peas. Simmer over low heat for 15 minutes.
Mash the boiled potatoes with the butter, milk, and salt until smooth.
Spread the lamb mixture in a baking dish and cover with the mashed potatoes. Use a fork to create a pattern on top.
Bake in an oven preheated to 200°C / 390°F for 25–30 minutes, until the top is golden.
