Dissolve the cornstarch in cold water until smooth. Cook over low heat, stirring constantly, until it thickens to a dense, dough-like consistency.
Gradually add the syrup to the starch mixture, stirring constantly over low heat. Continue cooking until it is thick and translucent, then add the rose water in the final minutes. Note: This stage takes a long time and requires constant stirring; rushing it will prevent the Turkish delight from setting firmly.
Pour the mixture into a mold dusted with starch and leave it to set at room temperature overnight.
Cut the set Turkish delight into cubes and coat them with confectioners' sugar and, if desired, desiccated coconut.
Important: Stir the starch mixture continuously while it cooks. If you stop stirring, it will clump and scorch on the bottom of the pan; this cannot be corrected, and the mixture will need to be made again.
