Knead the flour, water, oil, and salt into a soft dough. Let it rest for 30 minutes.
Cook the ground beef over medium heat. Add the onions and cook for 8 minutes more. Stir in the cumin and red pepper, then let the filling cool.
Roll the dough into a thin, wide square. Spread the ground beef filling and beaten egg in the center, then fold the edges over to seal.
Heat the oil over medium heat. Fry the folded crepes for 4–5 minutes, until golden and crisp on all sides.
Cut into slices and serve hot.
Best eaten fresh. The filling can be prepared ahead and stored in the refrigerator for up to 1 day; fry the crepes just before serving.
