Polvoron are Filipino no-bake cookies made by toasting flour in a pan to remove its raw taste, then adding milk powder and butter. The mixture is pressed firmly into molds and chilled; turning the cookies out without breaking them takes skill.

Mix the toasted flour with the milk powder and granulated sugar. Gradually add the melted butter and knead until the mixture resembles damp sand.
Press firmly into small molds and refrigerate for 10 minutes, then gently turn out.
