Cook the thinly sliced onion in oil for 25 minutes, stirring frequently, until deep brown.
Set aside half of the browned onions. Add the garlic cloves, cumin, black pepper, and rice to the remaining onions. Add the fish cooking liquid and salt, cover, and simmer over low heat for 20 minutes, until the rice is tender.
Scatter the reserved fish pieces and remaining caramelized onions over the cooked rice and serve.
