Refrigerate the room-temperature rice for at least 90 minutes to chill it and dry out the grains.
Stir-fry the chicken breast in olive oil. Add the garlic, ginger, and red bell pepper, and cook for 15 minutes, until the chicken is done. Beat the eggs, pour them into the side of the pan, and cook, stirring.
Add the chilled rice to the pan and stir-fry over high heat for 10 minutes with the soy sauce and black pepper. Sprinkle with scallions and serve.
Be sure to chill the rice before stir-frying it; hot rice will steam in the pan and become sticky. Allergens: contains eggs; soy sauce may contain gluten.
