In Portugal, rice does not have to be fluffy and separate; arroz de tomate is intentionally soupy and flows from a spoon. It is served alongside grilled fish or roast chicken, soaking up the juices on the plate. There is one rule: cook it uncovered. Covered, the rice absorbs the liquid and becomes a different dish. The tomatoes should be truly ripe, because they provide all the flavor.

Peel and grate the tomatoes

Cut a cross in the top of each tomato and place them in boiling water for 30 seconds. Transfer them to ice water and peel off the skins. Halve the tomatoes and grate them on the large holes of a box grater; discard the remaining skin. Do not discard the juices from the seeds; they provide some of the liquid for the rice.

Soften the onion

Heat the olive oil in a pot. Add the finely chopped onion and cook over low heat for 6 minutes, until soft but not browned. Add the chopped garlic and cook for 1 minute. Do not brown the onion; arroz de tomate is a light red dish and should not taste caramelized.

Cook the tomatoes until the oil separates

Add the grated tomatoes, bay leaf, salt, and sugar and cook over medium heat. The sugar is not there to sweeten the dish, but to balance the tomatoes’ acidity. The mixture is ready when it thickens and oil separates around the edges and rises to the surface; if you add the rice before this point, the dish will taste of raw tomato.

Stir in the rice

Add the rice to the pot without rinsing it. Stir for 2 minutes, until the grains are glossy and coated with tomato sauce. Do not rinse the rice: its surface starch thickens the dish, which is what you want here.

Cook uncovered until soupy

Pour in all the hot water at once. Once it boils, reduce the heat to medium-low. Cook uncovered, stirring occasionally; if covered, the rice will absorb the liquid and will not stay soupy. Take it off the heat when the rice feels tender on your tongue but there is still visible liquid in the pot.

Finish with cilantro

Remove the bay leaf, grind in the black pepper, and stir in the chopped cilantro. The rice should flow slowly off a spoon rather than hold its shape. Serve hot alongside grilled fish or chicken.

Reminder

When you take the rice off the heat, it should look slightly soupier than you want. It will continue absorbing liquid in the pot and reach the right consistency on the plate.

Kapaksız ve sulu pişirme uyarısı önemli, kapağı kapatınca sıradan pilav oldu. Domatesi soyup rendelemek de gerekli, kabuğuyla rendeleyince kabuk parçaları pilavın içinde kıvrılıp kalıyor.
