Sauté the ground beef with the finely chopped cabbage, grated carrot, and scallion. Season with soy sauce and white pepper, then let the filling cool.
Roll the rested dough into thin rounds. Place some cooled filling in the center of each, then gather the edges together to form a pouch.
Heat plenty of cooking oil over medium heat and fry the pastries until golden on all sides.
Important: Seal the pouch openings firmly, or the filling may leak out during frying. Allergens: Contains wheat (gluten), eggs, and soy. If the oil is too hot, the outside may brown quickly while the inside remains raw; fry over medium heat.
