Jiaozi are popular Chinese dumplings filled with cabbage and ground beef. The filling is wrapped in thin dough, the bottoms are pan-fried, and the dumplings are finished with steam. Their bottoms turn crisp while the tops stay tender; serve with soy sauce for dipping.
Knead the flour, hot water, and salt into a smooth dough. Cover and let it rest for 15 minutes.
Combine the ground beef, cabbage, ginger, garlic, soy sauce, sesame oil, and green onion.
Roll the dough thin and cut out circles. Add some filling to each, then pleat and seal the edges.
Cook the dumplings in vegetable oil until the bottoms are browned. Add water, cover the pan, and steam until cooked through.
Serve hot with a mixture of soy sauce and rice vinegar.
Important: Once the bottoms of the dumplings are browned, add water to the pan and cover it. This steams and softens the tops of the wrappers. Allergens: contains wheat (gluten) and soy.
