Stir in the tomato paste and cook for 1 minute. Add the hot water, salt, and black pepper. Cover and simmer over low heat for 45 minutes, until the beef is tender.
Arrange the stale bread slices in a wide serving dish. In a separate pan, heat the butter until foamy.
Slowly ladle the hot stew liquid over the bread and let it soak in. The bread should soften without falling apart or becoming mushy.
Spoon the beef stew over the soaked bread, drizzle with the hot butter, and serve warm.
Tirit is best eaten fresh; the bread will turn mushy if it sits after soaking. The beef stew can be stored separately in the refrigerator for 2 days. Soak the bread just before serving. Contains wheat (gluten) from the bread.
