Dissolve the yeast and sugar in warm water. Knead with the flour to make a soft dough.
Cover the dough with plastic wrap and let it rise in a warm place for 45 minutes, until doubled in size.
Mix the ground beef with the scallions, soy sauce, sesame oil, and ginger.
Divide the dough into 8 pieces and roll each into a round. Place some filling in the center and gather the edges tightly to seal.
Arrange the buns in a steamer, cover, and steam for 20 minutes.
Do not open the lid frequently while steaming; a sudden drop in temperature can cause the dough to collapse. Contains wheat (gluten).
