Add the diced kohlrabi and carrot. Cook, stirring, for 5 minutes so they are well coated with olive oil.
Add the rice, sugar, salt, and hot water. Cover and cook over low heat for 20 minutes, until the kohlrabi and rice are tender.
Remove from the heat and stir in the lemon juice. Let it rest for 10 minutes so the flavors meld, then serve warm or cold.
Peel the kohlrabi deeply when trimming it. If the tough outer skin is not fully removed, it may remain fibrous even after cooking.
