Sauté the onion in olive oil in the pressure cooker until translucent, then add the garlic cloves.
Add the chopped bell pepper and tomatoes and sauté for 3 more minutes.
Add the chicken thighs, bay leaf, pepper flakes, salt and black pepper, then seal the lid. Once the cooker reaches pressure, cook for 15 minutes and let the pressure release naturally.
After opening the lid, simmer uncovered for 5 more minutes to reduce the sauce, then serve hot.
Be sure to remove the chicken skin, or the stew becomes fatty and loses its lower-calorie character.
Using a teaspoon of sweet paprika instead of the pepper flakes gives the stew a milder flavour, a good option for those who don't like heat.
