Knead the whole-wheat flour, cooking oil, water, and salt until smooth. Cover and let the dough rest for 10 minutes.
Sauté the onion in cooking oil until softened, then add the ground beef. Cook for 10 minutes with the curry powder, turmeric, and black pepper, until the beef is browned.
Roll the rested dough into small circles, place some filling in the center, and crimp the edges closed tightly.
Fry the curry puffs in hot oil for 8 minutes, until golden on both sides.
