Cook the spaghetti in boiling salted water according to the package directions. Reserve a ladleful of pasta water, then drain.
Mash and mix the mentaiko with the butter and soy sauce in a bowl. Gradually add the reserved pasta water until the sauce is smooth.
Toss the spaghetti, removed from the heat, with the sauce. Sprinkle with scallions and nori, then serve.
