Add the ground meat and sauté over high heat until it releases its liquid, the liquid evaporates, and it changes color.
Add the tomato paste and sauté for a few minutes, then add the peas and hot water.
Season with salt and black pepper and cook over low heat until the peas are tender.
Important: If you don't sauté the ground meat over high heat until it releases and fully reduces its juices, the sauté stays watery. Caution: Adding the peas late prevents them from overcooking and falling apart.
If you're using frozen peas, you can add them straight to the pan without thawing; the cooking time changes very little.
