Dried shrimp and scallop are quickly softened in a pressure cooker, then fried in garlicky oil in this Chinese sauce, giving a shortcut through the usual hours-long drying process. It is spooned over congee at breakfast or over noodles as a late-night snack.

Fry the garlic and shallots in the oil until golden.
